China to produce 3D Great Wall

www.chinanews.cn 2006-01-12 13:47:01

Chinanews, Jan. 12 - China Great Wall Society's deputy secretary-general
Zhang Ji disclosed that the Chinese Academy of Social Sciences (CASS)
would join hands with the Society to rejuvenate the original looks of the
Great Wall and produce a three-dimensional picture of the Great Wall for
netizens to view.
When the website opens, a picture of the revolving earth will appear
against the background of the universe. A click on the Great Wall will
bring the earth nearer, and slowly a white line becomes visible across
the Chinese territory in the north. A closer view shows that this is the
Great Wall.
Netizens will be able to appreciate the Great Wall with the eyes of a
tourist and "walk" from Shanhai Pass in the east of the Great Wall to
Jiayu Pass in the west in just a couple of days. They can also take a
look at the mineral resources and economic status of regions along the
Great Wall. CASS and the Great Wall Society are striving to make this
dream come true through close cooperation.
According to Zhang, to achieve the above effects, scientists will rely on
airborne remote sensing, national geographical information system and
global positioning system to collect detailed data of the Great Wall,
analyze and process the data, apply them to satellite images for 3D
transformation, and thereafter create a 3D digital image of the Great
Wall for the entire world to appreciate the imposing Great Wall of China
via the internet.

BEIJING, Dec. 20 - Chinese Finance Minister Jin Renqing said Monday that
China will scrap all agricultural taxes, putting an end to a levy that
has burdened China's farmers for 2,600 years in China.
An expert with the State Administration of Taxation said the tax cuts
come four years ahead of schedule. Just last year Chinese Premier Wen
Jiabao made the commitment to eliminate agricultural taxes within five
years.
The upcoming phase-out of the tax represents another significant step
taken by China to relieve the financial burden on the country's 800
million farmers and an attempt to narrow the widening income gap between
urban and rural households.
To date, 28 of 31 provincial areas on the Chinese mainland have exempted
farmers from agriculture taxes. The last three provinces are expected to
follow suit next year.
The minister said the central government allocated 66.4 billion yuan (8.3
billion U.S. dollars) in transfer of payments to local governments to
compensate for the phase-out of the tax this year, an increase of 271
percent over that of 2002.

began operation on Thursday in Beijing.
The center, jointly established by the country and Beijing municipality,
is the largest one in China with an investment of 21.33 million yuan. It
is located near the Caobai River in Shunyi County and covers an area of
16 hectares. The center contains a wild animal hospital (381 square
meters), wild animal cage area (2,000 square meters) and an office
complex (1,723 square meters).
The center takes care of injured animals and animal breeding. It can
monitor epidemic diseases and serve as a base for scientific research,
education and domestic and international exchanges and cooperation.
The center has been well-equipped now and can accept birds, animals,
amphibious animals and reptiles. All animals, after being treated here,
will be released to nature as many as possible so as to preserve the
nature balance in Beijing and local animal diversity.
A staff member from the Beijing Forestry Bureau said after the center was
established in October, it received many animals that need to be taken
care of. At an earlier time when Beijing was preventing the bird flu
epidemic disease, many wild birds were sent here and well treated.

Chinese construction firm entered US mainstream market

www.chinanews.cn 2005-12-08 10:19:35

South Carolina's Nation Ford High School, the first American school built
by a Chinese construction company, was completed and put into use for the
new semester. The school with an area of 30,000 square meters was
undertaken and constructed by China Construction America Inc.

Chinanews, Washington, Nov. 29 (By Yu Donghui) - Bob Volkmann, who has
been working in the US construction industry for much of his life, began
to work for China Construction America, Inc., a division of China State
Construction Engineering Corporation (CSCEC), as vice general manager of
its South Carolina Branch at the age of 56. Asked for the reason he chose
to work in a China-funded company, Bob said he felt this company was
ready for long-term development in the local market and had a good
reputation, and he was willing to share his experience with his new
employer.
When Bob decided to change his job, China Construction America, Inc. just
obtained its first general construction contract in the American
mainstream market - to build the Nation Ford High School in South
Carolina. At present, more than 1,000 American students have moved into
the first school built by a Chinese construction firm. China Construction
America won honor and trust for this project, and the local market began
to open its door to this company, giving it contracts for 7 schools in
the state in three years.
Recalling these, China Construction America vice president Wei Yan felt
like the company has gone through a rebirth of sorts. Initially, the
company had to beg for a contract, but nowadays, it wins one contract
after another. The company has finally secured a foothold in the American
mainstream market.
This year, China Construction America won US$115 million contracts in the
US. As most foreign construction firms felt powerless and frustrated in
face of difficulties in entering the US market, the Wall Street Journal
marveled at the unexpected surge of China Construction America. The paper
wondered how a Chinese construction company could compete with its US
counterparts. Wei believes that for a Chinese construction firm to secure
a foothold in the US, it has to adopt a localization strategy and build
up its reputation as it expands in the mainstream market.
As China's largest construction project contractor in overseas markets,
China Construction America, Inc. ranks 16th among international project
contractors around the world and 7th among global building constructors.
The company's main market used to be Africa and Asia, and its projects in
the US were mainly embassies and consulates and China-funded projects,
including the new Chinese Embassy currently under construction.
The US construction market has an annual business volume of US$1
trillion, the highest in the world. However, this vast market is almost
100% controlled by local construction magnates. Foreign construction
firms are covetous of this big pie but owing to the country's foreign
labor certification and labor laws, they cannot bring their advantage in
labor cost into full play Moreover, it takes a long time to establish a
reputation in the US, and US society is not so open to foreign
construction companies. Therefore, few wholly foreign-funded builders can
keep their footing in the US mainstream market, and collectively they
only have a 0.05% market share.
China Construction America, Inc. has been established for two decades but
only started exploring the US mainstream market five years ago. The
company made the first step in building a factory for Haier Group in
South Carolina. Every inch ahead was paved with thorns. South Carolina is
a traditional base of the textile industry in the US with under-developed
economy and high unemployment rate, which create a perfect breeding
ground for protectionism and xenophobia. China Construction America had
to give up tendering for a contract of building a sanatorium for veterans
of the Vietnam War as a result of protests by some local citizens. Many
also questioned the bidding for the Nation Ford High School construction
project. After the company won the bid, a local newspaper asked
caustically whether it was because Cuba's quote was too high or that
North Korea and Iran were too busy with developing nuclear weapons to
bother fighting for the project.
Bob said, "The only way out was to talk with all opposing parties.
Whatever the company does was for business, and we had only to produce
better performance to trump all these political factors. Luckily we had a
great team."
The team Bob referred to is on its way to becoming "localized." At
present, local employees take up half of the company's management posts.
Local leaders enabled this China-funded company to operate in the mode of
a local company, get acquainted with the rules of the local market in a
short period of time, and establish a network of relationships and
resources. The entire construction team is composed of local people. The
seven projects in South Carolina alone have created about 500 new jobs
for Americans. In the future, the proportion of local employees in the
company's management team will rise to 80%.
After securing a foothold in South Carolina, China Construction America
turns its eyes to New York, New Jersey and Connecticut where it expects
to find more developed local economies and more business opportunities.
Wei revealed that after obtaining the contracts for Marriott Hotel in
Manhattan and subway stations in Brooklyn last year, the company expects
to make greater progress in private projects and infrastructure projects
next year. Right now, the company is preparing for tendering of the
renovation project of Tappan Zee Bridge, a vital communication line north
of New York.
According to plan, China Construction America will strive for US$700
million worth of contracts and US$500 million of revenue by 2010 and
become a top 100 construction company in the US. There are three channels
to realize this goal, namely development and expansion of the company,
infrastructure, and merger and acquisition, each constituting one-third.
By then, Bob will be 63 years old. He said he hopes to work in this
company until he has to retire. Maybe the company will be even more
"American" by that time. However, there is one thing Bob, a golf
enthusiast, likes to "complain." His Chinese partners are professional
and dedicated to their work but are disinterested in golf. Bob laughingly
said that was not American. In the US, many deals are put together on the
putting green.

Architectural crisis in China

www.chinanews.cn 2005-12-05 13:53:25

Chinanews, Beijing, Dec. 5 (By Ruan Yulin) - Large atrium, wide
boulevard, big lawn, luxury office buildings, Westernized architecture,
recently, some major urban construction has established city images that
are evoking concern and criticism from Chinese architectural designers
and government officials. The latter believe the desire for
one-dimensional changes, westernization and being the biggest of its kind
has wiped out the attractive cityscape of some historic cities and that
China is facing a unique architectural crisis of "all cities looking
alike".
As China's property market is growing at a breakneck pace, China's
architectural industry is also entering its peak period. Statistics
indicate that China's current scale of property tops the whole world at
around 40 billion square meters. The newly added housing and property
footage in China each year exceeds that of all developing countries
combined. It is estimated that by 2010, China's total property and
housing stock will have reached 51.9 billion square meters.
Architect Guo Mingzhuo, deputy chief of the Guangzhou Design Institute,
offered this criticism, "In recent years, China's residential building
design has become a fashionable art. The appeal to the lowest
denominator, the desire to follow trends, market leaders and simple
plagiarism have made the rate of changes in architectural designs almost
catch up to that in clothing. There is a flavor of the year each year.
Last year may be Western style; this year may be modern style. One can
say that architecture in residential construction has changed into a
fashionable art. Architectural style should follow societal development
and continuously evolve, but the speed of change should not be once every
half year, once a year or even once every two years. It should be once
every era."
Making much Chinese urban construction to resemble each other is not the
only worry plaguing architects. Many accuse that certain undigested
imported products have damaged the original cultural heritage of cities,
turning some Chinese cities into the "laboratory" of architects who wish
to "innovate for the sake of innovation".
Renowned Chinese architect Guo Mingzhuo said that property developer and
government officials always request that architects do "landmark
buildings", which is not possible. If every building becomes a landmark,
the urban landscape will be chaotic. Landmark architecture is the bright
spot of urban construction. But the elevation of urban landscape does not
depend only on landmark buildings or only on "superficial glamour"
construction by governments. It depends on the detailed fine work of
large amount of ordinary construction.

Shanghai plans face transplant operation

www.chinanews.cn 2005-12-02 14:11:46

Chinanews, Dec. 2 - Two French hospitals just announced they have
completed the world's first face transplant operations. Last night,
Shanghai's reporters queried plastic surgery expert Professor Li Qingfeng
who has been conducting face transplant research at number 9 people's
hospital of Shanghai's Jiao Tong University. The professor revealed that
the number 9 hospital has completed experiments of facial transplants on
animals but has not yet set any schedule on when to perform facial
transplants on humans.
Performing facial transplants for patients, setting up related websites,
establishing a fund to pay for facial transplants...it was learned that
this series of facial transplant plans have been thought about by
Shanghai experts, but as yet there is no concrete time table for its
implementation.
In performing facial transplants for animals, experts discovered a series
of new problems and therefore have become more prudent." Li revealed. At
present, Shanghai experts are still conducting close observations of the
animals that have undergone facial transplants. Only after all conditions
are ripe will they perform such procedures on humans.
In addition, the biggest problem facing facial transplants in Shanghai is
money. One facial transplant operation would cost at least 600,000 RMB
(US$75,000) and may be as much as one million RMB.
