CNOOC to develop oilfields with US firm

www.chinanews.cn 2005-10-19 10:35:10

(Source: China Daily)

Oct. 19 - The nation's third largest oil producer, China National
Offshore Oil Corp (CNOOC), yesterday signed agreements with Texas
American Resources Company (TARC) to explore two offshore areas in the
eastern South China Sea.
The two companies signed a production sharing contract for Block 03/27
and a geophysical agreement for Block 28/20. Under the terms of the
agreement, TARC will fund all the exploration costs and CNOOC will have a
51 per cent share in the development and production of the areas after
any commercial discoveries, a TARC statement said.
Block 03/27, located in the Pearl River estuary basin, covers a total
area of 10,569 square kilometres, with water depth ranging from 50 to 100
meters.
The other block, with an area of 7,625 square kilometres, is also located
in the same area.
"The signing of the agreements is a good start. We sincerely hope that
TARC, with its expertise and management skills, will be successful," said
Zhu Weilin, CNOOC's vice-president and general manager of its exploration
department.
CNOOC, which has a monopoly in China's offshore oil sector, is stepping
up efforts to tap reserves to boost production.
The oil giant earlier this month announced it had made a new discovery in
Bohai Bay, in an area called Luda 27-1.
Also in the same bay, CNOOC last month said an oilfield began production.
It is able to produce approximately 3,200 barrels of oil per day from its
nine wells.
CNOOC said it plans to double oil production within the next five years.
The company produced 64.6 million barrels of oil in the first half of
this year.
US-headquartered TARC, which established its Beijing office in May, said
this is its first concrete project in China.
"The signing of the two agreements mean TARC has made significant
improvements in its partnership with China," David Honeycutt, president
of TARC, said in a statement.
The project with CNOOC was based on the assessment of more than 10
potential projects, both offshore and onshore, TARC said.
TARC, formed in 1990, is an Austin-based independent private oil company.

Moon probing essential to China space program

www.chinanews.cn 2005-10-18 15:31:22

Chinanews, Beijing, Oct.17 (By Ma Haiyan and Sun Zifa) - At the press
conference for the successful return of Shenzhou VI convened by the
Information Office of the State Council this morning, China Aerospace
Science & Technology Corporation (CASC) Deputy General Manager Xu Dazhe
indicated that moon probing-oriented deep space exploration is a logical
choice of China's spaceflight development. China's first moon probing
satellite "Chang'e I" is now being developed as scheduled.
Xu remarked that it is universally known that space activities include
three major fields, namely launch of man-made satellites, manned
spaceflights and deep space orbiting. China has made great leaps forward
in the first two fields. Therefore, moon probing-oriented deep space
exploration should be a must for future development of China's space
program.
Xu, an authority in China's spaceflight circle, said that China has
started its moon orbiting project and CASC has also participated in
development of "Chang'e I" moon probing satellite and its carrier for the
moon orbiting project.
Xu pointed out that instead of "moon landing," China is currently engaged
in "moon probing," which is composed of three stages - "orbiting, landing
and return," and aims at probing the moon.

Beijing settles 3G timetable

www.chinanews.cn 2005-09-21 11:35:52

Chinanews, Sept. 20 - As the industry is engaged in heated debates on
China's 3G timetable, Beijing telecommunication industry's plan for the
period of the 11th "five-year plan" (PLAN) explicitly pointed out that
Beijing would carry out its 3G plan in the next five years.
According to informed sources, the PLAN has completed and submitted its
first draft to the Ministry of Information Industry (MII) recently.
By April this year, China Netcom (Beijing) has 5.8 million telephone
users, 2 million Personal Access Phone System (PAS) users and 1.4 million
ADSL users. China Mobile (Beijing) and China Unicom (Beijing) have 12
million mobile phone subscribers. Only 1.06 million people in the 15-65
age group have no mobile phones. Therefore, some people believe that
Beijing's telecommunication industry has reached the average level of
developed countries. However, the PLAN makes higher requirement in its
first draft: to reach the level of major cities in developed countries
during the period of the 11th "five-year plan."
Moreover, the PLAN points out that Beijing's telecommunication industry
should take into full account of the impact of the Olympics on its
development and take full advantage of this golden opportunity to
actively develop 3G mobile communications. This is the first time a local
telecommunication industry plan suggests commencing 3G plan. Prior to
this, China's telecommunication industry expected China to start 3G plan
before the Olympics; however, as 3G licensing was postponed, doubts began
to spread in the industry.

Rogge thinks highly of China as sports games host

www.chinanews.cn 2005-10-17 14:38:27

Chinanews, Shanghai, Oct. 16 (By Li Jing) - International Olympic
Committee President Jacques Rogge appeared at Shanghai International
Circuit today and witnessed the first "join-hands" of Beijing Olympics
and F1 Grand Prix. Shortly after his stay in Nanjing for the 10th
National Games of China, Rogge also thought highly of China's
organization of F1 Grand Prix.
Rogge told Chinese media that a brief stay in Nanjing has impressed him
deeply with the 10th National Games, the enthusiasm of Chinese people in
sports and the excellent organization of the event. The F1 Grand Prix in
Shanghai is also well organized. Thus he drew the conclusion that China
is an excellent organizer of sports games.
Although the Beijing Olympics is a much larger and more grandiose event
than F1 Grand Prix, the essence of organization is very similar - to
guarantee smooth process of the games.
Prior to the interview with the media, Rogge watched nearly twenty
minutes of the performance at the opening ceremony of the F1 Grand Prix
and showed great interest in the short and precise opening ceremony. He
confidently concluded that the Beijing Olympics would be a great success.

State Councilor urges efforts to build harmonious society

www.chinanews.cn 2005-10-06 11:05:51

(Source: Xinhua)

Oct. 6 - Chinese State Councilor Zhou Yongkang has urged local officials
to work hard to resolve various social contradictions in an effort to
build a harmonious society.
Zhou, also a member of the Political Bureau of the Communist Party of
China (CPC) Central Committee and a member of the Secretariat of the CPC
Central Committee, made the remarks during an inspection tour in north
China's Inner Mongolia Region from Oct. 2 to 5.
China is in a special historical period of social transition, and various
social contradictions and issues have thus come forth, Zhou said.
He pointed out that the fundamental way to resolve the social issues and
ensure a stable society is to implement the scientific concept of
development and push an all-round, coordinated development of economy and
society.
He told the local officials to make efforts to cement ties with the great
masses of the people in a bid to dissolve the inharmonious factors. He
also asked them to further enhance unity among different ethnic groups.
Zhou urged the local government to well handle with issues concerning the
interests of the people to improve the living standards, such as
education, medical care, employment, social security, poverty
alleviation, environmental protection and safety production.
