b. Open further to the outside and speed up the steps of
internationalized management
Set down relevant policies allowing enterprises to adopt flexible
property rights organizing forms to finance from different channels;
encourage corporation groups, big foreign corporations and private
capital with different investing entities to invest in petrochemical
industry. In principle, oil-refining factories and investing and
constructing ethylene decomposition devices should be under government
control. Downstream units are allowed to utilize different types of
investments.
Encourage domestic enterprises to go abroad and take part in the overseas
investment and management activities; endow large-scale corporations with
extensive and flexible export and import rights and favorable tax
reimbursement policies.
c. Reform the existing examination and approval system and speed up
investing and financing reforms
Reform the existing examination and approval procedures for petrochemical
projects, specifying the ones that should and should not be regulated.
Transform the regulation methods giving priority to administrative
examinations and approve the ones at the economic level.
Establish and improve a group of agents serving investors in providing
services such as planning, consulting, tendering and counseling service.
Using market economy means to strengthen the prophase project work.
d. Adjust the industrial structure and realize the optimized allocation
of resources
Strengthen the programming guide for the petrochemical industry;
highlight the market advantage of southeast regions along the seaside and
the resource advantage of northeast and western regions; construct two to
three national industrial zones for the petrochemical industry in proper
regions and centers to set up large-scale oil-refining and ethylene
devices.
e. Improve the technological innovation system and development capability
Keep penetrating systematic reforms in science and research and
strengthen the organization and guidance for technological innovations;
coordinate scientific and technological innovations research using the
basics, foresight and strategic importance; increase the input for
scientific and technological development and step up the proportion of
relevant input in annual sales; encourage enterprises to set up their own
venture capital.
f. Take measures to ensure petroleum resource supply
Realize the multi-sources of petroleum imports and establish direct
import channels with oil-producing industries; encourage oil companies of
those countries to participate in investing and constructing our domestic
petrochemical projects; take part in the relevant international
associations, forums or fund organizations and keep a good trade
relationship with important oil-producing countries; realize an
oil-importing pattern, giving priority to the Middle East, and with other
channels such as Africa, Southeast Asia and Commonwealth Independent
States.
g. Strengthen the regulation of market order
Make full use of the limited transitional term after the accession to the
WTO and keep regulating the domestic market of the oil products; clean up
unqualified circulation enterprises and strengthen governmental
supervision and administration of the oil products' wholesale and retail
business; improve the blueprint and operational means of the oil's price
connection to the world market; keep cracking down upon smuggling
activities and regulate business activities of processing material on
order; reinforce anti dumping efforts and set down standards for the
registration, investigation and evidence collecting of such cases.
h. Enhance the practice of thriftiness and realize sustainable development
Step up pollution emissions standards and quality standards, and connect
to the advanced standards of the world; get maximum economic benefits and
maintain sustainable development at the lowest environmental, energy and
material cost.
2. The development of the petrochemical industry
By the end of 1999, the processing capability of crude oil reached 0.276
billion tons; this year's total processing of crude oil is up to 0.176
billion tons. The output of the three main oil products, including
gasoline, kerosene and diesel oil, is 0.105 billion tons, nearly
satisfying domestic need. The producing capability of ethylene is 4.42
million tons and its 1999 output was 4.346 million tons, satisfying 46.4
percent of total domestic demand.
The production capability of the five kinds of synthetic resin, including
polythene, polypropylene, polystyrene and PVC and ABS, is 9.156 million
tons, with an output of 8.42 million tons, accounting for 49.4 percent of
domestic consumption. The production capability of synthetic rubber,
including styrene-butadiene rubber, cis1,4polybutadiene rubber, butadiene
nitrile rubber, duprene rubber, butylenes rubber and ethylene propylene
rubber, is 0.859 million tons, with an output of 0.66 million tons,
accounting for 71.6 percent of domestic consumption.
The production capability of synthetic fibre materials, including benzene
dicarbonic acid, glycol, acraldehyde, aminocaprolactam and adipic
acidexamethylene diamine ah salt, is 3.41 million tons, with an output of
3.234 million tons, accounting for 56.3 percent of domestic consumption.
